8. High-Value Property Surcharge: A New Cost of Owning Prime Homes

A new annual wealth tax by another name

From April 2028, England introduces a High Value Council Tax Surcharge on homes worth £2m+. It’s effectively a new annual tax on owning expensive property.

If you’re a business owner with:

  • A high-value main home,
  • A London flat, or
  • A portfolio including prime residential,

this needs to go into your long-term numbers.

What it means in practice

Details will follow, but you can expect:

  • Higher annual running costs on £2m+ homes
  • Potential questions over valuation
  • More pressure on landlords in the prime rental market

Action steps

  • Identify which properties might cross £2m by 2028
Factor in realistic growth, some sub-£2m properties may tip over.
  • Build the surcharge into your cashflow planning
Don’t be caught out by a big new bill you didn’t forecast.
  • Review the role of each prime property
Is it still pulling its weight, in lifestyle, returns and tax terms?
  • Coordinate with IHT planning
High-value properties often drive IHT exposure as well. Look at your property and IHT strategy together, not in isolation.
